On Oct. 10, it was announced in Brussels that EuroHPC has awarded European funding for the construction of a Dutch AI factory in Groningen. Combined with previously awarded national and regional funding, the realization of the AI factory can go ahead. The total investment amount of €200 million makes this the largest investment in a public digital research and innovation facility in the Netherlands to date. The AI Factory will serve as a tool to support AI developments in the Netherlands.
The AI Coalition for the Netherlands (AIC4NL), together with consortium partners SURF, TNO and Samenwerking Noord, has taken the initiative for this facility and is working on its implementation, aiming to have it fully operational by 2027.
An AI factory is an advanced supercomputer for training and developing AI applications, embedded in a center of excellence where companies and researchers collaborate on new models and applications. The factory combines a powerful AI supercomputer with a high-quality data infrastructure and associated datasets, supported by a team of specialized AI experts. Around it, a dynamic ecosystem of startups, scale-ups, companies, governments and knowledge institutions will emerge, working together to innovate and apply AI in practice.
The AI factory will be built in Groningen, allowing the region to develop into a major center for AI innovation. The expertise center will start in 2026, with the supercomputer running at full capacity in 2027.
The arrival of the AI factory strengthens the knowledge and innovation position of the Netherlands and stimulates the creation of new jobs, innovations and automation in strategic sectors such as healthcare, agriculture and defense. The factory attracts talent, promotes cooperation between companies and knowledge institutions and reduces dependence on American and Chinese technology platforms.
In addition, the AI factory makes it possible to develop and apply AI in a responsible manner, fully in line with European regulations on privacy, ownership, security, transparency and accountability. Thus, applications can be developed based on European values, sensitive data remains within the Netherlands, and accumulated expertise is sustainably preserved. Thereby, the AI factory contributes not only to economic growth, but also to social progress and strategic autonomy.
The total investment in the AI factory is €200 million: €60 million from the Groningen program Nij Begun, €70 million from various ministries under the coordination of EZ and €70 million from the European EuroHPC program. A unique alignment of provincial, national and European funding.
