On Wednesday, April 9th, the European Commission (EC) presented the AI Continent Action Plan, which includes the launch of up to five AI Gigafactories. Are you a company or investor potentially interested in participating in this initiative, or do you have ideas for establishing an AI Gigafactory in the Netherlands or with/in other EU member states? The EuroHPC Joint Undertaking (JU) subsidy program is already rolling out several AI factories to support AI start-ups, industry, and researchers in the development of AI models and applications. The Dutch Ministry of Economic Affairs (EZ) is also keen to establish an AI factory in the Netherlands, with the Dutch AI factory becoming part of the European network of AI factories of EuroHPC JU.
Up to 5 AI Gigafactories
In addition to the European network of AI factories, the EC aims to establish a maximum of 5 large-scale AI Gigafactories within the EU, requiring a total investment of €3 to 5 billion. These Gigafactories will enable the development and implementation of large-scale, complex AI models.
European call
In preparation, the EC and the EuroHPC JU published a 'call for expression of interest' to gauge interest among EU member states and companies that may want to contribute to the realization of AI Gigafactories. In this call, both EU member states and companies (with headquarters in the EU) can submit a proposal. The deadline is no later than Friday, June 20, 2025, at 17:00. If you want to submit a proposal, it must meet the following requirements:
- a project description;
- a description of technical and financial feasibility; and
- the proposed geographic location.

- A brief description of interest and/or ideas regarding a possible role as an investor, buyer or (other) contributor to an AI Gigafactory in the EU.
