AI Coalition 4 NL calls for €5 billion in AI investment

The Hague, November 25, 2025 - The AI Coalition 4 NL (AIC4NL) today presented in Nieuwspoort an AI investment agenda for Netherlands presented. In the accompanying position paper, AIC4NL shows that €5 billion in targeted investments are needed in AI infrastructure, building a Dutch AI industry and using AI as an accelerator of major transitions in areas such as energy, health, nitrogen and food. AIC4NL calls on politicians and industry to work together to realize the necessary investments so that The Netherlands can join the forefront of Europe and retain the clout to set its own AI course.  

"AI is an unthinkable system technology with impact on all aspects of society. Although this is recognized in the Netherlands, there is too little concrete action and investment to actually get started with AI. As a result, the Netherlands is falling behind in the European context," said Willem Jonker, chairman of the board of AIC4NL.  

Investing in AI infrastructure, AI industry and AI as an accelerator of transitions 

With the right deployment of AI, healthcare will remain affordable, the energy system will become smarter, the food chain will become more sustainable, and safety in the Netherlands will be enhanced. To take advantage of these opportunities, AIC4NL is introducing an AI investment agenda for the Netherlands based on three interrelated pillars, accounting for a total of €5 billion in investments.   

1. Build a secure and reliable AI infrastructure
For data, data sharing and computing power: the foundation for innovation, autonomy, security and privacy. 

2. Develop a Dutch AI industry
So that the Netherlands can develop technology that meets European values, become less dependent on Big Tech and startups can grow through. 

3. Accelerate AI Transition in Strategic Sectors
With AI Grand Challenges for healthcare, energy, agrifood, security/defense and climate, complemented by a major in-service and retraining program. 

Firm ambition and intensive cooperation are essential 

The Netherlands has the knowledge, companies and talents to be a strong AI nation. Exploiting this potential requires intensive cooperation, supported by clear national direction and a Dutch AI Pact in which all parties commit to common goals. A good connection to European initiatives, including the AI Content Action Plan, is also very important in order to optimally participate in the European leading group. This will create the basis for a robust AI position for the Netherlands.
