A huge boost for AI development in the Netherlands: the AI factory is coming!
It has just been announced in Brussels that EuroHPC has awarded European funding for the construction of a Dutch AI factory in Groningen. Together with the national and regional funding already granted, the arrival of the Dutch AI factory is definite. The total amount of €200 million is the largest ever investment in a public digital research and innovation facility in the Netherlands. With the AI Factory, the Netherlands gains an extremely powerful tool to drive AI developments. As AI Coalition for the Netherlands (AIC4NL), together with our consortium partners SURF, TNO and Samenwerking Noord, we have taken the initiative and are now going full steam ahead with the realization and expect to have the facility fully operational in 2027.

"The AI factory will be a development environment for new AI solutions and is therefore essential for building a Dutch and European AI industry. By taking the lead ourselves, we make an important step towards digital sovereignty for the Netherlands and Europe. We are developing AI Fair Tech as a counterpart to AI Big Tech."
What is an AI factory?
An AI factory is an advanced supercomputer for training and developing AI applications, embedded in a center of excellence where companies and researchers collaborate on new models and applications. The factory combines a powerful AI supercomputer with a high-quality data infrastructure and associated datasets, supported by a team of specialized AI experts. Around it, a dynamic ecosystem of startups, scale-ups, companies, governments and knowledge institutions will emerge, working together to innovate and apply AI in practice.
The AI factory will be built in Groningen, allowing the region to develop into a major center for AI innovation. The center of expertise will start in 2026, with the supercomputer running at full capacity in 2027.
Why is the AI factory important for the Netherlands?
The arrival of the AI factory strengthens the knowledge and innovation position of the Netherlands and stimulates the creation of new jobs, innovations and automation in strategic sectors such as healthcare, agriculture and defense. The factory attracts talent, promotes cooperation between companies and knowledge institutions and reduces dependence on American and Chinese technology platforms.
In addition, the AI factory makes it possible to develop and apply AI in a responsible manner, fully in line with European regulations on privacy, ownership, security, transparency and accountability. Thus, applications can be developed based on European values, sensitive data remains within the Netherlands, and accumulated expertise is sustainably preserved. Thereby, the AI factory contributes not only to economic growth, but also to social progress and strategic autonomy.
Funding
The total investment in the AI factory amounts to €200 million: €60 million from the Groningen program Nij Begun, €70 million from various ministries under the coordination of EZ and €70 million from the European EuroHPC program. A unique alignment of provincial, national and European funding.
